Philadelphia Police Radio - Circuit Switched Communication Systems

Philadelphia Police Radio FAILS City Wide
We are going to watch this one closely. This will come down to one of three organizations taking the blame here. They are: Verizon Communications (Circuit Switched Radio Communications Provider), Motorola Corporation (The Manufacturer of the Radios) or the Philadelphia Police (End User of Each Service).

Philadelphia police are investigating what went wrong on Tuesday when radio communications went out all over the city for about 40 minutes. Police say the radio communications system went down about 10pm. Communications were affected in districts across the city, though some citywide bands continued to operate. Officers were called back to headquarters and assigned to two-person units for the rest of the night.
Full service was restored shortly after 10:30pm.
Fraternal Order of Police president John McNesby was disturbed by the situation. He says the radio system has been a problem for the past four years:
"It's a disgrace, I mean, what we have here is a $52 million failure. They can turn around and give every excuse they want but the bottom line is when police need the radio system the most, it's not there."
Tuesday night's radio outage was the latest in a series of problems in recent years with the department's communications systems.
McNesby says it's essential that the department figure out why the radios went down and fix the problem:
"I'm hoping they revisit it but it's a $52 million system. Are they going to replace it with $52 million? I don't think so. What are we going to replace it with? Where do we go from here? When we need help out on the street, it's our only lifeline and it's not there."

5ESS Switches .. The Who, The What & The Why ? ?? ??? ???? ????? ??????

The 5ESS Switch is the Class 5 telephone electronic switching system sold by Alcatel-Lucent. This digital central office telephone circuit switching system is used by many telecommunications service providers such as Verizon & Bell South.


The 5ESS Class 5 Switch first appeared in Seneca, Illinois (815 Area Code) in 1982, slowly replacing the 1ESS switch and other systems in the 1980s and 1990s. The 5ESS was also used as a Class 4 telephone switch or as a mixed Class 4/5 in markets too small for a 4ESS switch. Approximately half of all U.S. telephone exchanges are serviced by 5ESS switches. The 5ESS is also exported internationally, and manufactured outside of the U.S. under license.
Lucent Technologies (now part of Alcatel-Lucent) was formerly the AT&T Network Systems division of AT&T, which in turn was formerly known as Western Electric. The 5ESS came to market as the Western Electric 5ESS, and was most recently marketed under the Alcatel-Lucent name.

Now the good part, technicians that work on 5ESS Switches will be salaried somewhere in the $70,000 - $80,000 range per year. These technicians are employed by companies such as Verizon & AT&T. It is NOT uncommon for some of these technicians to make $100,000 per year depending upon how much overtime is offered in that calendar year.

What is an "IR" technician?

Information retrieval (IR) is the science of searching for documents, for information within documents and for metadata about documents, as well as that of searching relational databases and the internet. There is overlap in the usage of the terms data retrieval, document retrieval, information retrieval, and text retrieval, but each also has its own body of literature, theory, praxis and technologies.
